This proposal requests approval from the Qubetics community to allocate funds from the Community Pool to facilitate the refund of one-time registration deposits previously paid by DVPN Node Operators and Providers during registration on the Qubetics network.
At the time of registration, DVPN Node Operators and Providers were required to make a one-time deposit as part of the registration process. These deposits were directed to the Community Pool.
As the registration deposit is intended to be refunded, this proposal seeks governance approval to transfer the required amount from the Community Pool to a designated operational account. The allocated funds will then be used exclusively to refund eligible DVPN Node Operators and Providers who previously paid the registration deposit.

Purpose of the Proposal

Proposed Fund Allocation
We propose transferring $TICS from the Community Pool to the designated refund account:

The amount will be calculated based on the verified list of eligible registrations.
Total amount of TICS deposited by service providers and node operators: (264,391 $TICS)
The final amount will be based on the number of eligible Node Operators and Providers whose registration deposits were previously transferred to the Community Pool.
Eligibility
A participant will be eligible for a refund if:
- They successfully registered as a DVPN Node Operator or Provider on Qubetics network
- The applicable one-time registration deposit was paid.
- The deposit can be verified through on-chain transaction records or registration records.
Refund Process
After governance approval:
- The approved amount will be transferred from the Community Pool to the designated refund account.
- The responsible team will verify the final list of eligible Node Operators and Providers.
- Refunds will be sent to the appropriate participant addresses post $TICS migration to Ethereum network..
- Each refund transaction will be publicly verifiable on-chain.
- A final report will be published showing:
- Number of Node Operators refunded
- Number of Providers refunded
- Amount refunded to each category
- Total amount distributed
- Remaining balance, if any will be burnt
Transparency and Accountability
To ensure full transparency
- The Community Pool transfer will be recorded on-chain.
- The destination refund account will be specified in the proposal.
- All individual refund transactions will be publicly verifiable
- A completion report will be shared with the community after the refund process
